After discovering that the planet ruled by apes which he had arrived on was really post-nuclear Earth in the future, US astronaut Taylor disappears while exploring the Forbidden Zone with his new mate Nova leaving her behind. Brent, another astronaut sent after Taylor, lands on the planet and is taken by Nova to the ape city, where he's hidden by the friendly chimp scientists Zira and Cornelius. Brent and Nova are eventually captured by a gorilla named Ursus, a military leader who wants to lead a holy war on the mysterious inhabitants of the Forbidden Zone.

1991. North America is a police state in which cats and dogs have been wiped out by a virus brought back from space by astronauts. Apes are imported from Africa and auctioned off as household pets and trained to perform menial tasks. A circus owner named Armando arrives in the city with a grown ape named Caesar. Eighteen years earlier, Armando had hidden the baby Caesar, whose parents were intelligent articulate apes who had traveled back from the 22nd century and were killed in an attempt to prevent future ape domination.

In the year 2670, an orangutan called the Lawgiver tells a story to a group of human and ape children about an early 21st century ape leader named Caesar.
